Exemption from Compulsory Quarantine Arrangement for inbound travellers from Foreign Places



Please refer to the Frequently Asked Questions for detailed information regarding the testing and isolation arrangement for exempted persons arriving Hong Kong at Hong Kong International Airport and land boundary control points.

Under section 4(1) of the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) (the Regulation), made under the Prevention and Control of Disease Ordinance (Cap. 599), the Chief Secretary for Administration may designate any person or category of persons fulfilling certain criteria for exemption that –

  1. the person’s or persons’ entry into Hong Kong –
    1. is necessary for the supply of goods or services required for the normal operation of Hong Kong or the daily needs of the people of Hong Kong;
    2. is necessary for governmental operation;
    3. is necessary for the protection of the safety or health of the people of Hong Kong or the handling of the public health emergency within the meaning of section 8(5) of the Ordinance concerning the specified disease; or
    4. because of the exceptional circumstances of the case, otherwise serves the public interest of Hong Kong; or
  2. the person’s or persons’ travelling is necessary for purposes relating to manufacturing operations, business activities or the provision of professional services in the interest of Hong Kong’s economic development.

In accordance with section 4(1) of the Regulation, the Chief Secretary for Administration has exempted the following categories of persons from the compulsory quarantine requirement.

8 Directors of the companies listed on Stock Exchange of Hong Kong (SEHK) or directors of companies applying for listing on SEHK (“listing applicants”) who are on duty travel from Foreign Places to Hong Kong, or return from duty travel in Foreign Places to Hong Kong. The purpose of such duty travel is recognized by SEHK as essential to the operation of the listed companies or listing applicants. Specified duties include:
  1. travelling to Hong Kong from Foreign Places to attend shareholders’ meetings of listed companies held in Hong Kong (including Annual General Meetings, Extraordinary General Meetings and Special General Meetings);
  2. travelling to Hong Kong from Foreign Places to attend the hearings held by the HKEX including listing hearings, disciplinary hearings and review hearings; and
  3. returning to Hong Kong after travelling to Foreign Places for attending shareholders’ meetings of Hong Kong-listed companies (including Annual General Meetings, Extraordinary General Meetings and Special General Meetings)
Directors or executives of companies listed on the SEHK and included in the Hang Seng Index, Hang Seng China Enterprises Index or Hang Seng Composite LargeCap, MidCap or SmallCap Index who travel from Foreign Places to Hong Kong, or return from Foreign Places to Hong Kong for essential business activities
  1. travelling to Hong Kong from Foreign Places to attend shareholders’ meetings of listed companies held in Hong Kong (including Annual General Meetings, Extraordinary General Meetings and Special General Meetings)

10 Banking sector, stored value facilities and retail payment systems
  1. Hong Kong-based executives – Senior executives with international or regional role at an authorized institution, stored value facility licencee or operators of designated retail payment system (hereafter collectively as “FIs”) regulated by the HKMA who need to travel primarily for the purpose of managing the FI concerned and/or group entities they have responsibility for.
  2. Visiting executives – Global and regional heads and senior executives of financial institutions that the aforementioned FI belongs to, who travel to Hong Kong primarily for the purpose of managing the FI concerned and/or other group entities.
  3. Senior executives at international financial organisations (e.g. those granted privileges and immunities under Hong Kong laws), central banks, financial supervisory bodies, etc.
An exempted person must have completed a COVID-19 vaccination course.

11 Securities and futures sector

Licensed corporations
  1. Hong Kong-based executives – senior executives with global or regional role at an licensed corporation regulated by the SFC (“HK licensed corporation”), who are required to travel primarily for the purpose of managing the group entities that they have responsibility for.
  2. Visiting executives – global and regional heads and senior executives of financial institutions that a licensed corporation belongs to, who travel to Hong Kong primarily for the purpose of managing that HK licensed corporation.
Others
  1. Senior executives at or attending meetings of international regulatory or supervisory financial organisations.

12 Insurance sector
  1. Hong Kong-based executives – Senior executives carrying out global or regional role at an authorized insurer or a licensed insurance broker company regulated by the Insurance Authority (“IA”) (“authorized insurer” or “licensed insurance broker”, respectively) who need to travel primarily for the purpose of managing such authorized insurer or licensed insurance broker and/or any of its group of companies (as defined in section 2 of the Insurance Ordinance (Cap. 41)) (“group entities”) that such senior executives have responsibility for.
  2. Visiting executives – Global or regional heads or senior executives of a financial institution that an authorized insurer or a licensed insurance broker belongs to, who need to travel to Hong Kong primarily for the purpose of managing such authorized insurer or licensed insurance broker and/or any of its group entities.
  3. Visiting key personnel of the supervised group of a designated insurance holding company – Key personnel who needs to travel from or to Hong Kong to perform a function that is essential to the operation of the supervised group of a designated insurance holding company regulated by the IA.
  4. Senior executives at, or attending meetings of, financial supervisory bodies or international financial organisations. (only applicable to financial supervisory bodies or international financial organisations)
An exempted person must have completed a COVID-19 vaccination course.
